Cloud Attract uses a well known library called Impressionist to count unique views. Views are counted as unique based on their session hash or ID. This is generally considered to be one of the better ways to track unique impressions.
This library will also ignore 1,200 known bots. So we count only live, unique visitors based on their session hash or ID. Additional clicks or page loads by the same visitor have no effect on the counts.
AdWords also mentions that many people do tend to click on ads multiple times, especially if they're acutely interested in something (ie shopping for something, looking to sell their home, etc), which is why they’re seeing these specific ads in the first place.
